Scaling and Governance Conference 2010
10-12 November 2010, Wageningen, the Netherlands

The aim of conference is to discuss different perspectives on scaling and governance issues. The starting point is that scaling and governance deserve more attention as a combination, not just in separate studies. We look at this integration as a major challenge for both the social, economic and the natural sciences. In order to get to transdisciplinarity, that is to say, cooperation between scientists from different disciplines as well as policy makers and citizens, vigorous communication between scientists from the natural science and the humanities is needed.

There are two distinct vocabularies: one with regard to scaling and one with regard to governance. With regard to scaling there has been a shift towards including the human factor as integral part of the system, which materialized into theories related to social ecological systems, and new methodologies that emphasized stakeholder participation, transdisciplinarity, and cross-scale interactions. With regard to governance there has been a paradigm shift from thinking in terms of state steering and governmental practices towards the analysis of multi-actor, multi-level and multi-sector governance. Also from economics there is increasing interest in governance and institutional issues. These shifts have a number of commonalities. They acknowledge the growing importance of multi-level interactions; they stress the need for enlarged transdisciplinarity, and address the need for increased stakeholder participation.

We invite participants of the conference to discuss integrative concepts, methodologies, and case studies related to scaling and governance issues in complex land systems. Anticipated outcomes of the conference include an international research agenda and recommendations for scale-sensitive governance approaches.

EXIOPOL SUMMER SCHOOL on Environmental Accounting: Externality Valuation and Input-Output Tools for Policy Analysis
July 11th - 17th, 2010, Venice, Italy

The 2010 Exiopol Summer School will take place from the 11th to the 17th of July at the VIU campus on the Island of San Servolo, in Venice, located just in front of St. Mark' Square. The theme of this Summer School is "Environmental accounting: externality valuation and Input-Output tools for policy analysis".

Policy makers are increasingly searching for tools that allow them to address economic, social and environmental problems in an integrated framework, consistent with a sustainable development framework which is driving much of the thinking of public policy. At the micro level researchers employ valuation methods to develop estimates of the value of environmental goods and services, so that decisions in this domain can be informed by the costs and benefits of environmental changes. But many policy decisions need to be taken not at the micro level of the plant or local community, but at the level of the state, region or even the Union. While there are many tools for making such decisions in the economic sphere, including the use of input-output matrices, the same is not true for the environmental sphere. The 'scaling up' from the micro to the macro is being addressed by the FP6 EXIOPOL Integrated Project. Taking advantage of the research experience of this IP, the Summer School, presents and discusses the up-to-date bottom-up externality valuation methods and top-down Environmentally Extended Input Output tools.

For further information on application and funding please access the EXIOPOL Summer School Website at: www.feem-project.net/exiopol/scheda.php?ids=45 or contact the Summer School Secretariat.

9th International Conference on Organizational Discourse: Crises, Corruption, Character and Change (Call for papers)
14th - 16th July, 2010, Amsterdam

Conference Theme

Contemporary organizing is confronted by seemingly endless 'crises' which are routinely projected through apocalyptic metaphor. Over coffee, we can skip-read through today's 'ecological catastrophe', the 'global financial meltdown' and 'the collapse of capitalism' before 'getting down to work'. All of which suggests that the distance between our discursive projections of the future and our inability to confront those possibilities has, perhaps, never been greater. In the post-whatever world we now inhabit, all appears to be simultaneously terminal and – bizarrely – transient.

Hence, the theme for the 9th Conference has a narrative focus on the discursive construction and re-construction of crises, character, corruption and change. At the meta-level, the conference theme is intended to elicit papers which address the discursive construction and re-construction of 'crises'. In our view, linguistic framing is a fundamental aspect of how ‘crises’ are being manufactured, constituted, projected, perceived and addressed (or finessed) at all levels of organization. Perhaps most problematic is how we have depicted the character of these various crises for their technical and global complexity invariably engenders over-simplified description. In parallel, we appear to be experiencing a persistent growth in corruption as manifest in the prevalence of institutional practices which directly undermined the presumed core processes of organizations and in our accounts of such seemingly corrupt behaviour which privilege rhetorical dissimulation. These issues raise further questions regarding the problems of continuity and the scope for change. What is the role for, and status of, discourse(s) in relation to change (or non-change). How does discourse shape 'character-formation' and possible responses to crises and corruption?

The submission date is 15th January 2010. Notification of acceptance of papers will be given by 5th March 2010.

Abstracts (1000 words max) should be sent as an email attachment (saved as a Word document or a text file) to Tom Keenoy and Cliff Oswick at: Discourse09(at)cardiff.ac.uk

For full details see conference web page: www.cardiff.ac.uk/carbs/conferences/icod10.

2010 EAERE-FEEM-VIU European Summer School in Resource and Environmental Economics (Call for applications)
4-10 July 2010, Venice, Italy

The European Association of Environmental and Resource Economists (EAERE), the Fondazione Eni Enrico Mattei (FEEM) and the Venice International University (VIU) are pleased to announce their annual European Summer School in Resource and Environmental Economics for postgraduate students.
The 2010 Summer School will take place from the 4th to the 10th of July, at the VIU campus on the Island of San Servolo, in Venice, located just in front of St. Mark's Square. The theme of this Summer School is Climate Change Negotiations.
Pollution does not respect political boundaries. Classic examples of transboundary pollution include acid deposition, climate change, pollution of the North Sea or the Black Sea, and damage to the stratospheric ozone layer. Transboundary pollution can have regional effects on local ecosystems (e.g., acid deposition in a particular country) or worldwide impacts on global public goods (e.g., biodiversity loss due to climate change). Countries should work together to address these pollution problems – the responsibility for reducing the risks to local or global goods should be shared among the nations that benefit from the reduction. While countries do have a common interest to protect themselves, they may or may not be individually interested in abating pollution voluntarily at a socially optimal level. A country may thus free ride off the abatement efforts of other nations, because no one country can be prevented from enjoying the benefits of pollution risk reduction, regardless of whether or not it contributed to the abatement effort.
The purpose of the Summer School is to investigate some of the key issues emerging from the economic analysis of transboundary pollution, global public good problems, and environmental conflict. The focus will be on climate change as an important example of a worldwide environmental problem requiring global solutions.
The School will be divided in two parts. The first part will be devoted to the theoretical models on international environmental agreements based on game theory. The review of the basic models will be extended to include dynamic models and the analysis of uncertainty on the scope of cooperation. The second part will focus on some of the climate-economy integrated assessment models elaborated to evaluate the effects of different climate policies.

ADMISSION AND SCHOLARSHIPS
The Summer School is targeted to postgraduate students. Admission is conditional on the presentation by each student of his/her doctoral work; therefore PhD students who want to apply normally need to be advanced in their PhD to have produced at least one substantive chapter, but not to have completely finished their thesis.
Application is restricted to 2010 EAERE members, both European and non European citizens. Given the highly interactive activities planned at the Summer School, the number of participants is limited to 20.
There is no participation fee. All applicants can apply for a scholarship.

For further information on application and funding please access the Summer School Website at www.feem.it/ess/ or contact the Summer School Secretariat.

The Steady State Economy Conference
June 19th in Leeds, UK

Endless economic growth remains the primary policy goal of national governments in most countries, including the UK. However, there is a fundamental conflict between economic growth and environmental protection. In addition, whilst economic growth has meant that real UK incomes have more than tripled since 1950, well-being has not increased. It is time to consider another approach, especially in high-income countries like the UK.

This conference, to be held at Leeds Metropolitan University on Saturday 19th June from 10 AM to 6 PM, will explore the steady state economy as an alternative to economic growth. It offers a rare opportunity to hear a range of key progressive thinkers and participate in detailed workshop discussions to identify innovative policies for improving the economy.

Demand for the 200 places is high, so we encourage you to register early. Tickets are £30 for registration by 31st May 2010, or £50 after this date. For more information and to register, please visit the conference website: http://steadystate.org/leeds2010/.

International Workshop on "Fairness and the Commons: Socio-economic Strategies and Resource Dynamics"
October 19-20, 2009, Venice, Italy

The International Center for Climate Governance (ICCG) - a joint initiative of the Fondazione Eni Enrico Mattei (FEEM) and the Fondazione Giorgio Cini (FGC) - and the Euro-Mediterranean Centre for Climate Change (CMCC), in cooperation with Princeton Environmental Institute, Princeton University, are pleased to announce their International Workshop on "Fairness and the Commons: Socio-economic Strategies and Resource Dynamics" to be held in Venice, Island of San Giorgio Maggiore, on October 19-20, 2009.

The workshop is structured around three main sessions. On the first morning, the emphasis will be placed on establishing the role of fairness motives and spatial patterns in affecting the conservation and utilization of the commons. The afternoon session will provide an opportunity to explore the resilience of coupled systems, that is of systems characterized by interactions between the environmental and the socio-economic dynamics, to endogenous (i.e. behavioral) as well as exogenous (i.e. climate change) pressures exacerbating the resource scarcity. The second day’s session aims at drawing some conclusions and identifying research directions. Particular attention will be given to the integration of behavioral experiments and environmental investigations, leading to a general discussion aimed at setting a common future research agenda.

11th Annual BIOECON Conference
September 21st-22nd, 2009, Venice, Italy

The Fondazione Eni Enrico Mattei announces the Eleventh International BIOECON Conference on "Economic Instruments to Enhance the Conservation and Sustainable Use of Biodiversity". The Conference will be held at the Centro Culturale Don Orione Artigianelli, in Venice, Italy, on September 21st-22nd, 2009.

The Conference is targeted to researchers, environmental professionals, international organizations and policy makers who are interested in working in the management and conservation of biodiversity. The Conference is focused on identifying the most effective and efficient instruments for biodiversity conservation, such as auctions of biodiversity conservation contracts, payment-for-services contracts, taxes, tradable permits, voluntary mechanisms and straightforward command and control. Special emphasis will be given to policy reforms aimed at increasing the commercial rewards for conserving biodiversity, increasing the penalties for biodiversity loss and circulating information on the biodiversity performance requirements of firms. An increasing number of businesses, which were responsible for biodiversity loss in the past, are now supporters of biodiversity conservation. Markets for organic agriculture and sustainably-harvested timber are developing at double-digit rates, while rapid growth is observed in the demand for climate mitigation services, such as the protection of forests and wetlands to absorb carbon dioxide. Bio-prospecting, the search for new compounds, genes and organisms in the wild, is another biodiversity business on the rise.

IRN World Forum
23th to 28th August, 2009

Close to 1bn of the World's people today are hungry, and about 80% of the poor and hungry live in rural areas, around half being small farmers, and over 20% landless labourers. About one fifth live in sub-Saharan Africa and the same proportion in India. Over 25 000 people, of whom at least 10,000 are children under 5, die each day of hunger and hunger-related causes. These are very stark figures. Whatever it is we have done or sought to do to end poverty and hunger since the promises of the 1974 World Food Conference has evidently not yet worked. There is a clear need for new thinking and new approaches if we are to deal with these vital issues which touch the heart of human rights, indeed humanity itself.

The International Rural Network (IRN) is a small non-profit organization currently involving members in about 47 countries of Europe, Africa, Asia, Oceanea, and N and S America. It is organizing a World Forum on key rural issues in Udaipur, Rajasthan, India, from 23-28 August 2009 with the help of our South Asia group and a fine local NGO called Seva Mandir.

The IRNs core business concerns rural health, education, environment, equality and development. Our aim is self-help learning about innovative and 'joined up' solutions to problems of rural health, education, environment, equality and development in the context of globalization, the rapid growth of cities, resource limitations, rural-urban migration, and climate change. We do this through exchange of knowledge and identification of knowledge gaps. We bring together people working at the "coal face" with rural NGOs, villages, etc, the private sector, researchers engaged in applied research, and policy makers, and also seek to improve dialogue between these groups.

We firmly believe that poverty, hunger and malnutrition, health, farming, water, waste, and environmental care and deeply interconnected, and need to be tackled together, in connected and imaginative ways. We think that we attract many of those who know about such new methods, as well as many who would like to know about them, to our Fora. In several important cases, such as water, sanitation, health and recycling of nutrients ecological methods are of great future importance, and we are particularly interested in encouraging participation in these areas.

More information is available at www.international-rural-network.org or from irnforum09@gmail.com.
The official flyer can be found here.

6th International Summer Academy "Energy and the Environment"
20 to 24 July 2009, Amsterdam, The Netherlands

For the sixth time since its inception, the interdisciplinary Summer Academy "Energy and the Environment": Bridging the Divide in Global Climate Policy 2.0 will convene young experts from all regions of the world for an intense educational experience and exchange of ideas on the overarching theme of energy and the environment. Past Summer Academies have seen the participation of highly qualified and motivated participants from more than thirty countries in all five continents, joining an equally diverse faculty of internationally recognised academics, practitioners and officials from ministries and supranational organisations.

This year, the Summer Academy will be hosted by the Institute for Environmental Studies (IVM) at the Free University of Amsterdam (www.ivm.falw.vu.nl). In 2007, the 4th Summer Academy 'Energy and the Environment' addressed the need to negotiate a successor to the Kyoto Protocol which integrates both leading industrialised nations - including the United States - and developing countries. Later that year, in Bali, parties to the international climate regime agreed on a roadmap for negotiations, the 'Bali Action Plan'. The academic programme of the Summer Academy covers five days and has been structured to address the most salient issues raised in the context of this negotiation roadmap, focusing on the four pillars of a new agreement to be reached in Copenhagen later this year: mitigation, adaptation, technology transfer, and financing.

As in previous years, the academic programme will be complemented by a highly diverse social programme in the beautiful city of Amsterdam, known for its rich history and cultural life. Aside from a guided tour of the city, participants will also have the opportunity to visit one of the countless museums, markets and other attractions. After a day’s coursework, participants can also explore the vibrant social life of Amsterdam. A farewell dinner will conclude the social programme.

Participation is open to all young researchers and practitioners with a first university degree or significant working experience and a clear focus on climate and energy policies. Please visit the website of the Summer Academy at www.uni-greifswald.de/summeracademy for further information on the application process and a detailed programme. Applications are due by April 30th, 2009; Late applications will only be considered subject to availability of places.

The summer-school: The 5-day Summer School will take place in the campus of Autonomous University of Barcelona (UAB), Barcelona, from Monday 14th to Friday 18th of July 2008.

The purpose of this summer-school: to provide an introduction to the theory, the methodological approach and practical applications of MuSIASEM to young researchers, advanced students, experienced practitioners. Several conceptual concepts derived from complex systems thinking: "holons", "multipurpose grammars", "sudoku effect", "multi-level matrices", "the fund/flow model of analysis for metabolic systems" (proposed by Georgescu-Roegen) will be presented since they are the building blocks of the MuSIASEM approach. Then the school with discuss the possible use of the MuSIASEM approach in the fields of:

  • Participatory Integrated Assessment - the choice, development and use of integrated packages of indicators across dimensions and scales of analysis when using science for governance;
  • Social Multicriteria Evaluation - how to handle the unavoidable presence of uncertainty (genuine ignorance) and the existence of legitimate but contrasting perspectives about what should be considered as an "improvement" in a process of decision making;
  • Spatial Analysis - how to deal with the ecological dimension of sustainability by analysing the interference that the characteristics of societal metabolism entail on the metabolism of natural ecosystems.

Participants: Participants are expected to be able to communicate professionally in both written and spoken English, and to have an interest in learning about innovative approaches and ideas related to sustainable development, integrated assessment, resource use, science for governance. For logistic reasons (formation of working groups), the number of participants will not exceed 40 units. Participation to the classes is free of charge, although we are not able to provide any financial help for accommodation or logistics. We will provide information about possible accommodations but participants are expected to cover by themselves accommodation and food.

How to apply: Applicants have to fill the application form explaining their current interests and projects (1 page) and their CV (1 page). We will make a selection in case the number of applications will exceed the limit of 40 participants.
Deadline for applications is on the 6th of June.

Applications must be sent to: Tarik Serrano through e-mail to: kirate@gmail.com

Selected applicants will be informed on the 10th of June. Reading material will be provided to the participants before the school. Participants are expected to have read the material before attending the sessions.

THE FIRST INTERNATIONAL SCIENTIFIC CONFERENCE ON "ECONOMIC DEGROWTH FOR SOCIAL EQUITY AND ECOLOGICAL SUSTAINABILITY", in Paris on April 18-19, has established a foundation for international scientific cooperation.

The encounter was widely viewed as a great success, with 140 researchers from 30 countries both from the industrialised west and the south. Prestigious institutions in the realms of economics, social sciences and environmental studies were represented.

Economic growth is being increasingly called into question. Public movements are developing in France and Italy and elsewhere promoting sustainable, fair, convivial "degrowth". The so-called "decoupling" of ecological and social degradation and economic growth appears insufficient after years of major eco-efficiency improvements. This opens a new field of research: What are the social and institutional conditions required for a fair and sustainable economic degrowth process? What would be the scenarios for degrowth...?

Among the themes discussed were: new indicators, the rebound effect, perspectives from the south, degrowth versus steady state, degrowth of consumption, degrowth of production, relocalization, redistribution of wealth, status of the economic players, social change and change of economic institution; all within the framework of how to make degrowth a contributor to equity, sustainability and improved quality of live. Various round table and forums and workshops took place to develop solutions and common understanding on the issues involved.

Thus, "degrowth" has become an international concept and this word has been established as the translation of the original "décroissance" and "decrescita". Other translations of the term are emerging in numerous languages. This encounter has opened the door to new solutions and a true change of paradigm in the context of today's economic, social and environmental crises around the world.
